Equity and Title IX Investigator

Title: Equity & Title IX Investigator  

Location: Midtown  

Org Unit: Office of Institutional Equity 

Work Days: Monday-Friday 

Exemption Status: Exempt

Salary Range: $99,300.00 - $132,800.00 

*As required under NYC Human Rights Law Int 1208-2018 - Salary range for this role when Hired for NYC Offices 

 

Position Summary

Develops and implements educational programs regarding sex discrimination and sexual harassment prevention ensuring faculty, staff, and students understand their rights and responsibilities under Title IX.  Responsive to request from senior leadership for investigation audit information and questions related to OIE protocols. Investigates claims of alleged Title IX misconduct including sexual assault, sexual harassment, gender-based harassment, interpersonal violence, and related laws.  Also investigates alleged violations of Title VI, Title VII and other state and local laws, and assist in the oversight and management of the institution’s accommodation process under the American’s with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act.  

 

Job Responsibilities

  • Coordinates WCM’s Title IX efforts, including the development, implementation, and monitoring of appropriate policies, procedures, and practices designed to comply with federal and state legislation, regulations, and case law.
  • Provides ongoing consultation with Medical College stakeholders regarding Title IX requirements, compliance and grievance resolution.
  • Cultivates relationships and collaborates with a variety of institutional partners to ensure Title IX policies are communicated to all constituencies.
  • Develops, delivers and oversees culturally responsive educational programs for students, faculty, and staff including disseminating educational materials and conducting outreach and training. Organizes and maintains all training and complaint records.
  • Develops and implements a case management database to organize, manage, and track Title VI, VII, and IX incidents.
  • Coordinates Title IX efforts with other institution offices that receive or investigate complaints.
  • Serves as a point of contact for all matters related to prohibited discrimination and harassment.
  • Provides information regarding WCM’s complaint process, available resources, supportive measures, and reporting and resolution options.
  • Conducts interviews of all parties to allegations of discrimination and harassment.
  • Analyzes complaints, develops investigative plans, conducts fact-finding, reviews evidence, conducts related research, prepares correspondence, and submits reports containing investigative findings.
  • Collaborates with Institutional leadership and partners to develop strategies and programming to prevent discrimination, harassment, sexual violence, and retaliation, aligning institutional practices with legal and policy requirements.
  • Develops and oversees protocols for WCM responses to data requests from internal and external constituents and agencies.
  • Coordinates and oversees comprehensive outreach and preventative programs related to Title VI, Title VII, Title IX, ADA, Section 504 and other related topics
  • Monitors ongoing legal updates with assistance from General Counsel.
  • May be called upon to conduct other workplace investigations and duties as assigned.

 

Education

  • Bachelor's Degree

 

Experience

  • Advanced or Graduate Degree (Master’s, JD) preferred.
  • Approximately 3-5 years of related experience.
  • Expertise in the area of Equal Employment Opportunity (EEO) and its related laws (Title VII, ADA, etc.) as well as familiarity in other civil rights laws (Title VI, Title IX, Section 504, etc.).
  • Experience in a university setting preferred.

  • Demonstrated experience with the development and alignment of complex processes.
  • Demonstrated ability to influence through expertise with a proven record of success in working with all levels of leadership and staff in a rapidly changing and complex organization.
  • Creative problem-solving skills and the ability to make difficult decisions.
  • Ability to manage multiple, competing priorities and meet deadlines.
  • Ability to work both autonomously and in consultation with senior leaders, faculty, staff, and students.
  • Integrity, flexibility and ability to adapt to an ever-changing environment.

 

Licenses and Certifications

  • Title IX Certification, or ability to obtain within 6 months of hire.

 

Working Conditions/Physical Demands

  • Investigations may require travel to various WCM facilities across NYC.
