Criminal Investigator

The United States Customs and Border Protection’s (CBP) Office of Professional Responsibility (OPR) is hiring multiple 1811 Criminal Investigators from the GL-09 through the GS-11 grades. The Job Opportunity Announcement (JOA) for these Criminal Investigators will be posted on Thursday, May 25th, 2023, and will close on Thursday, June 1st, 2023.

Positions will be based in various locations across the U.S., to include Detroit, MI, El Paso, TX, San Diego, CA, El Centro, CA, McAllen, TX, Brownsville, TX, Laredo, TX, Tucson, AZ, Sierra Vista, AZ, Washington, D.C., Los Angeles, CA, Miami, FL, New York, NY, Grand Forks, NC, Bellingham, WA, Bangor, ME, Indianapolis, IN, San Juan, PR, and Del Rio, TX.

Candidates must be a US citizen, maintain primary U.S. residency for 3 of the past 5 years, successfully pass a background investigation and/or polygraph, and meet agency ethical standards and drug testing requirements.

GL-09 candidates must possess at least 1 year of specialized experience equivalent to the next lower grade level, performing duties such as investigating and arresting suspects, gathering/analyzing facts, evidence and intelligence, serving search warrants and arrest warrants, and preparing investigative reports. Alternately, candidates may substitute the following academic prerequisites:

·      Has completed, within the previous two years, a qualifying master's, professional, or doctorate degree from an educational institution in a field related to law enforcement; or
·      Is a veteran who was unable to apply within two years of receiving a degree due to military service obligation; in this case, veterans have up to six years following degree completion to apply.

GL-11 candidates must possess at least 1 year of specialized experience equivalent to the next lower grade level, performing duties such as serving as a witness to grand juries, investigating extortion, theft, and fraud, conducting undercover surveillance, and preparing/executing subpoenas, search warrants, and arrest warrants. Alternately, candidates may substitute the following academic prerequisites:

·      Has completed a Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree in a field of study related to law enforcement.
·      Is a veteran who was unable to apply within two years of receiving a degree due to military service obligation; in this case, veterans have up to six years following degree completion to apply.

If fulfilling the education requirements through a degree, applicants must submit a copy of their transcripts showing the type of degree received and the date that the degree was received. In addition, if the applicant is a veteran who was unable to apply within two years of receiving their degree due to military service obligation, applicant must provide a copy of their DD-214 or a written statement certifying dates of service and rank, expected type of discharge and anticipated date of separation.

These positions will be filled with the Direct Hiring Authority (DHA).

Who is Customs and Border Protection Office of Professional Responsibility (CBP OPR)?
CBP defends the American people, safeguards our borders, and enhances the nation’s economic prosperity. The OPR conducts thorough, impartial, and timely investigations into allegations of criminal and serious misconduct on the part of CBP employees and contractors in support of the overall mission to safeguard and promote the integrity and security of the CBP workforce. The OPR meets this mission by ensuring accountability across CBP, building strong partnerships, and is guided by the following principles - Professionalism, Accountability, and Integrity. 

Major duties of this role include:

·      Under supervision, the incumbent is responsible for the coordination and completion of complex and sensitive criminal, civil, and administrative investigations involving alleged misconduct, criminal activity, and/or corruption by CBP employees and related entities.
·      Employing CBP's authorities and capabilities to lead and/or support investigations of crime, counterterrorism, and counter-intelligence activities in a proactive and/or reactive manner.
·      Conducting proactive and/or reactive criminal investigations involving CBP employees and related entities suspected of crimes affecting the business of CBP, including but not limited to extortion, collusion, conspiracy, forgery, bribery, embezzlement, theft, and fraud.
·      Conducting proactive and/or reactive criminal investigations involving CBP employees or related entities suspected of crimes affecting the administration of Customs and Immigration laws, including but not limited to perjury, giving false, fictitious, or fraudulent information, human and/or narcotics trafficking/smuggling, and other federal, state, or local violations.
·      Investigating individuals, businesses, employees, and criminal organizations that represent a significant threat to U.S. national security through the corruption or attempted corruption of CBP personnel and programs, to include foreign intelligence organizations and terrorist groups.
·      Gathering and analyzing vital information, facts, evidence, and intelligence from a variety of sources including open sources, law enforcement databases, confidential informants, and interviews and interrogations of suspects and witnesses.

Basic Eligibility Requirements:

  • Be a U.S. citizen.
  • Have a valid driver's license.
  • Be referred for selection prior to your 37th birthday (waiver for veterans’ preference eligible or those that have previously served in a federal civilian law enforcement position).
  • Have resided in the U.S. for at least three of the last five years (Residency Requirement Exceptions).
  • Be eligible to carry a firearm.
  • Sign a mobility agreement.
  • Be available to work on an unscheduled basis.
  • Meet the established medical standards and/or physical requirements for the position.
  • Be able to obtain required security clearance for the position.
  • Have successfully completed or be willing to attend an 11-week Criminal Investigator Training Program.
  • Pass the application process.
