Engineering Technician (Civil) GS 9

Summary

These position are located in the BLM Oregon State Office, Burns, Coos Bay, and Medford Districts, and are responsible for providing technical engineering support for construction and maintenance projects in such areas as facilities, timber, range, recreation, watershed, fire management, and wildlife.

$54,727 - $71,146 per year

Duties

Assist with conducting assignments supporting a resource program in areas such as timber, watershed, recreation, fisheries, wildlife, mineral material sites, emergency fire rehabilitation, riparian areas, and the upkeep of roads, yards/buildings.Establish final road locations, and conduct survey and design of roads, flagging final road grades, gathering pertinent road design data, surveying P-lines and designing P or L line roads.Assist with other engineering projects, such as site, easement line surveys, quarry site and waterhole development plans drainage structures, recreation projects, major culverts, in-stream fisheries projects, and stream crossing designs.Gather pre-work information, establish required documentation, write contract specifications; and conduct a broad range of inspection functions involving a variety of operations, materials, and methods with varying conditions and requirements.Prepare and administer engineering construction, supply, service, and timber sale contracts.Prepare contract stipulations, exhibits and cost estimates; conduct and document pre-work conferences, perform on-site inspections and tests for contract payments and other contract documents for a Contracting Officer.Prepare supplement letters for right-of-way agreements, National Environmental Policy Act (NEPA) documentation, responses to request for construction and/or terms and conditions of use.Monitor construction sites, to include appraising existing roads and calculating road use fee shares, completing road record forms, monitoring, and verifying road use payments, and negotiating, writing, and amending rights-of-way agreements.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education described below:

Specialized Experience: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Analyzing design plans and specifications for adequacy; (2) Utilizing computer automated design/drafting or other engineering related software packages to collect survey data; (3) Utilizing testing requirements for quality assurance test of asphalt, concrete, aggregate gradation, soils, and wood soundness; (4) Using appraisal principles and methods to appraise existing road value and to calculate road use and maintenance fees; and (5) Reviewing, adjudicating, rejecting, correcting, and/or granting land use proposals.
OR
Education: Successful completion of 2 full years of progressively higher-level graduate education or a master's or equivalent graduate degree or higher in engineering, construction, or industrial technology. You must include transcripts.
OR
Have a combination of education and experience. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).You must include transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to obtain and maintain a valid state driver's license.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
Physical Demands: The work of this position is primarily in an office setting. Indoor office work necessitates long hours of sitting, intense concentration, answering/dialing the telephone, operating computer terminals including computerized engineering drafting stations. Field work requires extended periods of vehicular and foot travel over steep uneven and rocky mountainous and desert terrain in all types of adverse weather conditions, and considerable strength, stamina, and agility for stooping, bending, and lifting. The work requires the ability to effectively cope with pressures associated with both fixed and irregular deadlines and managing multiple priorities.

Working Conditions: The work of this position is routinely performed in a properly heated/cooled indoor office setting and outdoors (in extremely hot/cold/windy/dry/wet weather, rugged terrain, remote sites, and at construction sites), and occasionally at public meetings. Work hazards include; remote areas (unpopulated and semi-populated), crossing mountainous streams, lightning, wildfires, proximity to animals (both wild and domestic), poisonous snakes, poison oak, stinging insects, foot and vehicular travel in rain/snow/ice on uneven steep mountainous terrain/winding roads, which may include heavy brush or debris accumulations, construction sites (falling objects, chemicals, dust, noise, heavy construction equipment) and proximity to mechanical and electrical systems.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

You will be evaluated for this job based on how well you meet the qualifications above.
