Director, Cultural Arts -SpArc Services

Position title: Director, Cultural Arts
Reports to:   CEO, SpArc Philadelphia
FLSA status: exempt

Summary: The Director, Cultural Arts, is responsible to support the mission of SpArc Services by developing and managing all aspects of the Cultural Arts program including driving the successful implementation of the strategic growth plans for the program through enhanced programming, census expansion, expanded partnerships, and community involvement.

Position Responsibilities
1.    Ensure a safe, engaging, stimulating and socializing environment for program participants through the varied arts inspiring creative and cultural expression.
a.     Provides meaningful and developmentally appropriate cultural programs and activities for center participants including regularly scheduled trips into the community to expand cultural experiences
b.    Ensures center participants are supported by staff and actively engaged in activities
c.     Uses a variety of activities and art mediums to engage participants, develop skills, and build confidence. Bring state of the art knowledge of activities and materials to engage population served
2.    Drive the daily operation of the program meeting program goals and standards.
a.     Ensures licensing and regulatory compliance
b.    Develops, implements and holds staff accountable to follow written policies and procedures
c.     Ensures life skills and personal support activities are provided based on individual needs, respect for the dignity of participants, choice and that enhance the quality of life for those individuals served. Provides personal care to participants as needed
d.    Provides for the administration of medication as prescribed and in accordance with established protocols. Participates in medication training and is medication certified
e.     CPR certified and First Aid trained
f.     Completes all incident reports. Fully cooperates with any investigations and implements findings
3.    Provide fiscal oversight of the program including adhering to program budget, monthly reporting, recommendations for increased revenue and cost cutting measures. Is fiscally responsible.
4.    Develop and implements the strategy that will maintain and expand the program and meet funder expectations. Develops program enhancements to meet needs of program participants, respond to trends and funder priorities.
5.    Responsible for the preparation of all materials including participant files in accordance with applicable regulatory standards. Is prepared for yearly and unannounced site inspections.
6.    Provide timely, accurate and complete reports for internal and external purposes. Adheres to all record keeping requirements.
7.    Participate and contribute to the intake process to ensure the needs of the individuals accepted can be met.
8.    Design and implement Individual Support Plans (ISP) customized to program participant need, supporting the interests of the family and available funding. Maintains records on every program participant, ensure accurate data, progress notes, time sheets, billing, and team participation at ISP meetings.
9.    Keep abreast of current trends in services and best practice initiatives.
10. Involve participants in other SpArc Services programs to implement or participate in cultural arts activities.
11. Develop a calendar of annual events that highlights program participant talent, creativity and involvement in the arts. Institute regular dissemination of information about the CC by written or electronic means.
12. Manage annual Art Exhibition and other events throughout the year that highlight program participant art.
13. Assure waiver compliance.

Partnership and Collaborative Relationships
1.    Build and expand community inclusion by leveraging and developing relationships throughout the Philadelphia art community. Establish new exhibition venues to attract diverse viewers, increase exhibitions and expand accessibility.
2.    Develop and maintain relationships with funders, support coordinators, families, other stakeholders to ensure quality services and coordinated care, promote open communication and program growth.
3.    Effectively market the program to existing and new funders, family members and other stakeholders.
4.    Maintain positive and transparent relationships with all monitoring agencies. Provides information, responds to requests, promptly and thoroughly responds to all participants, family, funder and other stakeholder concerns.
5.    Develop partnerships with community arts programs to augment programs and gain visibility. Applies for funding and grants.
6.    Positively and professionally represent SpArc Services at appropriate venues.

Staff Management
1.    Contribute toward creating a climate that attracts, retains and motivates high performance in staff. Supervises program staff and program specialists.
2.    Implement the agency performance management program, complete performance evaluations and provide staff with ongoing performance feedback.
3.    Model positive customer service skills and the core competencies of the organization. Holds others accountable to do the same.
4.    Conducts regular meetings with staff and participates in management meetings to ensure priorities are clear, coordination is good and communication remains open.
5.    Recruits, selects and trains direct care staff. Develops staff schedules, prepares payroll.
6.    Provide and/or oversees ongoing staff training.

Regulatory Responsibilities
1.    Responsible for the coordination and completion of assessments within the regulated timeframes.
2.    Informs program participant’s team members at least 30 calendar days prior to the ISP, ISP annual update meeting or ISP plan revision; documenting all efforts in the program participant file.
3.    Participates in the development of program participant’s ISP, ISP annual update, and all ISP revisions.
4.    Attends program participant ISP meetings.
5.    
6.    Reviews the ISP, annual update and all ISP revisions for consistent accuracy.
7.    Reports all discrepancies to the supports coordinator and plan team members; documents all efforts to fix ISP discrepancies in the program participant file.
8.    Implements the ISP as written; documents efforts for ISP modification to ensure accurate outcome goals.
9.    Supervises, monitors, and evaluates program participant services.
10. Reviews, signs, and dates monthly reporting documents illustrating program participant participation and progress towards outcomes.
11. Reports changes related to program participant needs to the supports coordinator and other team members.
12. Reviews the ISP with the client at the regulated timeframes, including, but not limited to, annual assessments and ISP review documentation, ISP three-month reviews or quarterly meetings, changes in program participant needs and outcomes.
13. Documents the ISP reviews relating to ISP three-month reviews (quarterly meetings) and ISP revisions; all efforts for ISP modification as related to SpArc Services’s licensed programs must be documented and placed in the program participant file.
14. Provides documentation of plan reviews and recommendations to the supports coordinator and other team members within 30 days of the ISP review meeting.
15.  Informs the plan team members of the option to decline the ISP review documentation as regulated.
16. Recommends a revision to a service or outcome in the ISP as needed, including addition, deletion, or modification of an outcome, or service. Documents all efforts in the program participant file.

18. Coordinates the training of direct support professionals on the content of the Health and Safety needs section of the ISP, relevant to the SpArc Services service being provided.
19. Responsible for developing and implementing the service as specified in the ISP and for each program participant.

 
 
 
Qualifications
1.    Bachelor’s degree required. At least 5 years prior experience in direct service including prior program and staff management experience. Experience leading art education and using different art mediums. Ability to leverage contacts in the Philadelphia art community and be a credible advocate of art education for disabled adults. Able to engage stakeholders in this vision.
2.    Demonstrated ability to drive program expansion and program recognition throughout stakeholder community.
3.    Clear criminal and child abuse history, medical and drug screen. Valid driver's license.
4.    Must demonstrate effective communication skills with people from diverse backgrounds; able to present in small and large groups with multitude of stakeholders.
5.    Demonstrates the organization's core competencies and solid customer service skills.
6.    Strong computer skills. .
7.    Ability to coordinate and direct the work of others.
8.    Ability to translate regulations into practice. Knows the importance of effective record keeping.
9.    Ability to form and maintain effective partnerships with all stakeholders.
10. Effectively problem solve with the ability to proactively address issues preventing escalation.

Physical Environment/Working Conditions
